Launched by the Industries and Mines Department of Gujarat, the “Aatmanirbhar Gujarat Scheme for MSMEs” commenced on October 5, 2022, and will remain in effect until October 4, 2027. The initiative is aligned with the broader goal of achieving a self-reliant Gujarat and a self-reliant India (Aatmanirbhar Bharat). One of its pivotal features is the “Assistance in Rent to MSEs,” which provides financial support to micro and small enterprises that rent or lease facilities for manufacturing purposes. This assistance is structured as a reimbursement for rent incurred during the operational duration of the scheme.

Key Benefits

  • Rent Reimbursement: Eligible MSEs can receive financial assistance amounting to 65% of the rent paid, with a maximum cap of ₹1,00,000 per annum over a five-year period.

Eligibility Criteria

To qualify for assistance under this scheme, businesses must meet the following criteria:

  • Only Micro and Small Enterprises (MSEs) engaged in manufacturing activities are eligible.
  • The enterprise must possess acknowledgment or registration from the Ministry of MSME or the Department for Promotion of Industry and Internal Trade (DPIIT), as relevant.
  • A valid rent deed or lease agreement for the manufacturing shed is required.
  • The manufacturing operations must utilize electricity or power.

Application Process

To apply for the “Aatmanirbhar Gujarat Scheme for MSMEs,” follow these steps:

Online Registration Steps:

  • Step 1: Navigate to the Investor Facilitation Portal (IFP) and select “New Investor Registration” to access the registration form.
  • Step 2: Complete the registration form and click “Submit.”
  • Step 3: Verify your E-mail ID through the link sent to your registered email.
  • Step 4: Upon successful verification, you will be registered in the system.

Post-Registration Procedure:

  • Step 1: Return to the Investor Facilitation Portal (IFP) and click “Login.”
  • Step 2: Enter your registered email address and password.
  • Step 3: Click the “Login” button to access your account.
  • Step 4: Complete the application process by providing the necessary details and required documentation for your business.

Definitions

For clarity, the following definitions apply to the scheme:

New Enterprise

A New Enterprise is defined as a business established by the MSME that has started commercial production or service rendering during the operational window of the scheme, given that it meets these conditions:

  • The new enterprise must have received acknowledgment or registration from the Ministry of MSME or DPIIT, where applicable.
  • It should have identifiable fixed capital investments.

Utilization of existing project utilities, such as water and electricity, does not disqualify an enterprise from eligibility.

Existing Enterprise

An Existing Enterprise refers to an MSME that was operational before embarking on any expansion or diversification initiatives. Any new enterprise established during the scheme’s duration will be classified as an existing enterprise in the context of expansion or diversification.

Gross Fixed Capital Investment (GFCI)

GFCI represents the total investment made in buildings, machinery, utilities, tools, and other necessary assets (excluding land) required for production or service delivery. Assets purchased and paid for during the eligible investment period will be considered when determining GFCI.

Eligible Fixed Capital Investment (EFCI)

EFCI includes investments made on or after the issuance date of the relevant Government Resolution (GR) and until the end of the eligible investment period.

Eligibility Criteria

Only Micro and Small Enterprises (MSEs) involved in manufacturing activities are eligible.
The enterprise must have obtained acknowledgment or registration from the Ministry of MSME or the Department for Promotion of Industry and Internal Trade (DPIIT), as applicable.
The enterprise should have a valid rent deed or lease agreement for the shed used for manufacturing activities.
The manufacturing activity should consume electricity/power for its operations.

Benefits

Reimbursement of Rent Paid: Enterprises will receive assistance covering 65% of rent paid, with a maximum limit of ₹1,00,000/- per annum for a 5 years period.

Step-4: After verification, you will be registered successfully.

Step-1: Visit the Investor Facilitation Portal (IFP)
portal. Click on "Login".
Step-2: Enter the email address and password you used during registration.
Step-3: Click the "Login" button to access your account.
Step-4: Now fill in the required details and mandatory documents about your business to complete the application process.
