The Dr. Babasaheb Ambedkar Udyog Uday Yojana is a pivotal initiative designed to enhance the capabilities of SC/ST entrepreneurs within the Micro, Small, and Medium Enterprises (MSME) sector. Launched by the Industries and Mines Department of Gujarat, this comprehensive scheme aims to bolster the entrepreneurial landscape, making local businesses globally competitive.

Overview of the Scheme

Effective from August 7, 2020, until August 6, 2025, the scheme focuses on providing essential support to SC/ST entrepreneurs. Its primary component, “Assistance to Micro and Small Enterprises (MSE) of SC/ST for Plot Developed by GIDC,” offers financial aid for the establishment of crucial industrial infrastructure, including water supply, gas connections, and access roads. The goal is to enhance last-mile connectivity and utility access, thereby creating a conducive environment for business operations.

Key Benefits

The financial support available under this scheme is significant:

  • Eligible enterprises can receive up to 70% of the GIDC allotment price as assistance.
  • Upon payment of 30% of the allotment price, GIDC will transfer the plot’s possession and submit a subsidy claim for the remaining 70% to the MSME commissioner.

Eligibility Criteria

<pTo qualify for this scheme, applicants must meet the following requirements:

  • The enterprise must be classified as Micro, Small, or Medium and should be managed by an SC/ST entrepreneur.
  • The applicant must seek a plot within an estate sanctioned by GIDC.
  • The maximum size of the plot should not exceed 1000 Sq. Mt., with certain exceptions for irregularly shaped plots.

Note: An SC/ST Enterprise is defined as one in which the SC/ST entrepreneur holds at least 51% ownership.

Exclusions

It is important to note that trading activities are not eligible for assistance under this scheme.

Registration Steps:

  1. Visit the Investor Facilitation Portal (IFP). Click on “New Investor Registration” to access the registration form.
  2. Complete the registration form and click on “Submit”.
  3. Verify your email address using the link sent to your registered email.
  4. Once verified, your registration will be successfully completed.

Post-Registration Steps:

  1. Revisit the Investor Facilitation Portal (IFP) and click on “Login”.
  2. Input the email address and password used during registration.
  3. Click “Login” to access your account.
  4. Fill in the required business details and upload the necessary documents to finalize your application.

Definitions and Clarifications

To ensure clarity, the following terms are defined:

  • Micro, Small and Medium Enterprise: An enterprise that meets the criteria set forth in the MSME Development Act of 2006 and its subsequent amendments, with acknowledgment of “Udyog Aadhaar Memorandum / Udyam Registration.”
  • New Enterprise: An MSME that has completed Udyog Aadhar / Udyam Registration and begins commercial production during the scheme’s validity.
  • Existing Enterprise: An MSME that commenced commercial production before the scheme’s announcement date.
  • Expansion: The increase in gross fixed capital investment by at least 50%, with a minimum of 60% of this amount allocated to plant and machinery during the scheme’s operational period.
  • Gross Fixed Capital Investment (GFCI): Investments in buildings, plant and machinery, utilities, tools, and equipment, excluding land, for production purposes.
  • Forward and Backward Integration: Refers to investments made in GFCI to either obtain raw materials or add value to the end product.
  • Diversification: Investment in GFCI for products distinct from the current end products of the enterprise.
  • Term Loan: Loans sanctioned by financial institutions, excluding NBFCs, for acquiring GFCI; only the disbursed amount qualifies for incentives.
  • Pipeline Enterprises: Enterprises that received their first term loan disbursement and could not begin production before the scheme’s inception. They must start production by March 31, 2021, or choose to opt into the new scheme.

Eligibility Criteria

The firm must be a Micro/Small/Medium enterprise run by SC/ST entrepreneur.
The applicant must apply for a plot within an estate approved by GIDC.
The maximum plot size should not exceed 1000 Sq. Mt. (with exceptions for irregular plots).

Note:
SC/ST Enterprise: SC/ST Enterprise means the enterprise in which contribution of SC/ST entrepreneur is 51% or more.

Benefits

Quantum of Assistance:
An enterprise will be eligible for assistance up to 70% of the allotment price of GIDC.
On payment of 30% of the allotment price, GIDC will hand over the possession of the plot and submit the claim of subsidy up to 70% of the allotment price to the commissioner MSME.

Step-4: After verification, you will be registered successfully.

Step-1: Visit the Investor Facilitation Portal (IFP)
portal. Click on "Login".
Step-2: Enter the email address and password you used during registration.
Step-3: Click the "Login" button to access your account.
Step-4: Now fill in the required details and mandatory documents about your business to complete the application process.
