The Uttarakhand Startup Policy-2023 is a forward-thinking initiative designed to cultivate a vibrant startup ecosystem within the state. This policy fosters innovation and entrepreneurship by establishing a sustainable environment that encourages new business ventures.

About the Scheme

Implemented by the Micro, Small, and Medium Enterprises (MSMEs) under the Department of Industries, Government of Uttarakhand, the “Uttarakhand Startup Policy-2023” aims to enhance the startup landscape in Uttarakhand. The goal is to create a culture of innovation while providing essential support to budding entrepreneurs and startups.

Benefits of the Policy

The policy offers a variety of incentives to support startups, which include:

  • A monthly stipend of ₹15,000 for one year for general entrepreneurial startups.
  • A monthly stipend of ₹20,000 for women entrepreneurs, individuals from Scheduled Castes, Scheduled Tribes, Divyang, transgender individuals, or those engaged in grassroots innovations.
  • One-time seed funding of up to ₹10 lakh for recognized startups, and up to ₹12.50 lakh for specific categories including women entrepreneurs and those from marginalized communities.
  • Reimbursement of ₹1 lakh for each national patent and ₹5 lakh for each international patent obtained by the startup.
  • Reimbursement of ₹10,000 for filing applications for trademarks and industrial designs.
  • Financial incentives as per the MSME policy, including special capital subsidy, interest subsidy, exemption from stamp duty, and SGST reimbursement assistance.
  • One-time free assistance for pre-incubation and incubation support.
  • A capital subsidy of up to ₹1 crore for establishing new incubation centers and ₹50 lakh for expanding existing ones.
  • A provision of ₹200 crore designated for establishing a venture fund.

Eligibility Criteria

To qualify for the benefits of this policy, an entity must meet the following criteria:

  • Must be registered as a Private Limited Company, Limited Liability Partnership (LLP), or Registered Partnership Firm.
  • For entities based in Uttarakhand:
    • The business should have been established and operational for no more than ten years from the incorporation date.
    • The entity’s turnover must not exceed ₹100 crore in any financial year since its registration.
    • The entity should not be a result of splitting or reconstructing an existing business, nor should it be part of a family business or business group.
    • Engaged in innovation, product, process, or service development, or possess a scalable business model with significant potential for job or wealth creation.
  • For entities registered in other Indian states:
    • Must maintain an operational office in Uttarakhand, conducting substantial business activities from this location.
    • During the recognition period, at least 70% of the full-time workforce must be hired from Uttarakhand residents.

Eligibility Criteria

For the purposes of this policy, an entity must be registered as a Private Limited Company, Limited Liability Partnership (LLP), or Registered Partnership Firm.
Under the Uttarakhand Startup Policy 2023, an entity will be considered a “Startup” if it fulfills the following criteria:
Legal entities with their registered office in Uttarakhand:
The period of formation and operation of the entity should not exceed ten years from the date of its incorporation.
The turnover of the entity should not have exceeded ₹100 crore in any financial year since incorporation or registration.
The entity should not be formed by splitting up or reconstructing an existing business, nor should it be a part of a family business or business group.
The entity should be engaged in innovation, development, or improvement of products, processes, or services, or should have a scalable business model with high potential for employment or wealth generation; or should meet the startup criteria as defined by the Government of India from time to time.

Legal entities having their registered office in other states of India (in addition to the criteria defined under this policy):
The entity must have an office in the State of Uttarakhand, and its business operations should be conducted substantially through this office.

During the entire period of recognition, the entity must employ at least 70% of its total full-time workforce from among the domiciles of Uttarakhand.

Benefits

Under the policy, the following incentives are provided:
A monthly allowance of ₹15,000/- per month for one year to entrepreneurial startups, and ₹20,000/- per month to women entrepreneurs, person from Scheduled Caste, Scheduled Tribes, Divyang, transgender startups, or those based on grassroots innovations.
One-time seed funding of up to ₹10 lakh for recognized startups, and up to ₹12.50 lakh for women entrepreneurs, scheduled caste, scheduled tribes, Divyang, transgender, or grassroots innovation-based startups.
Reimbursement assistance of ₹1 lakh per national patent and ₹5 lakh per international patent.
Reimbursement assistance of ₹10,000/- for filing applications for trademarks and industrial designs.
Financial incentives under the MSME policy, such as special capital subsidy, interest subsidy, stamp duty exemption, and SGST reimbursement assistance.
