Grant-in-Aid for Non-Governmental Organizations Operating Residential Homes

The “Grant-in-Aid to Non-Governmental Organisations Running Residential Homes for the Children, Aged, and Vulnerable Persons Under Social Defence” scheme, initiated by the Department of Social Welfare, Government of Puducherry, aims to provide financial support to NGOs managing residential facilities. This assistance is geared towards enhancing the living conditions of children, the elderly, and other vulnerable individuals.

Overview of the Scheme

This scheme offers financial aid of ₹ 500 per month for each inmate, payable in two equal installments over a period of 12 months. The support provided is capped at 90% of the total grant-in-aid, with the remaining 10% to be covered by the NGO itself. This funding is intended to alleviate some of the recurring operational costs incurred by these organizations.

Eligibility Requirements

To qualify for the grant, NGOs must meet the following criteria:

  • Operate residential homes catering to orphans, destitute, and street children, as well as the aged, infirm, and individuals with physical or mental disabilities.
  • Be registered under either the Societies Registration Act, 1860, a public trust as per applicable laws, or a charitable company under Section 25 of the Companies Act, 1956.
  • Have been operational for a minimum of three consecutive years at the time of application, with potential relaxation in cases where government support is essential for survival.
  • Possess a valid license from the Department of Social Welfare under the Women and Children Licensing Rules, 1956.
  • Maintain a well-defined management structure, with clear powers, duties, and responsibilities documented.
  • Demonstrate a stable financial position and possess adequate resources and facilities for operating residential homes.
  • Provide services in a non-sectarian manner, irrespective of the beneficiaries’ religion, caste, or creed.
  • Be a non-profit organization, not serving the financial interests of any individual or group.
  • Operate free of corrupt practices.

Steps to Apply

The application process is conducted offline as follows:

  1. Visit the Office or Sub-Office of the Department of Social Welfare during office hours to request the hard copy application format from designated staff.
  2. Complete all mandatory sections of the application form, attach a passport-sized photograph (signed if necessary), and include copies of all required documents (self-attested if needed).
  3. Submit the filled and signed application form along with the supporting documents to the relevant authority based on your location:
    • Puducherry: The Field Officer, Social Defence Section, Directorate of Social Welfare.
    • Karaikal: The Assistant Director, Social Welfare Department (Sub Office).
    • Mahe / Yanam: The Welfare Officer (in charge), Social Welfare Department (Sub Office), Mahe / Yanam.
  4. After submission, ensure to obtain a receipt or acknowledgment from the authority, which should include the submission date, time, and any unique identification number if applicable.

Application Process

Apply Offline
Step 1: The interested applicant should visit (during office hours) the Office/ Sub-Office
of the Department of Social Welfare, and request the hard copy of the prescribed format of the application form from the staff exclusively entrusted to issue and collect filled-in applications.
Step 2: In the application form, fill in all the mandatory fields, paste the passport-sized photograph (signed across, if required), and attach copies of all the mandatory documents (self-attest, if required).
Step 3: Submit the duly filled and signed application form along with the documents to the authority given below -
Puducherry: The Field Officer, Social Defence Section, Directorate of Social Welfare.
Karaikal: The Assistant Director, Social Welfare Department (Sub Office).
Mahe / Yanam: The Welfare Officer (ic), Social Welfare Department (Sub office), Mahe / Yanam.

Step 4: Request a receipt or acknowledgement from the concerned authority to whom the application has been submitted. Ensure that the receipt contains essential details such as the date and time of submission, and a unique identification number (if applicable).
