The policy aims to transition Gujarat’s transportation sector towards electric mobility and establish the state as a manufacturing hub for electric vehicles. It provides subsidies for electric vehicle purchases and charging infrastructure development to promote sustainable transportation.

About This Scheme

The “Gujarat State Electric Vehicle Policy 2021” by the Ports and Transport Department, Government of Gujarat, aims to transition the state’s transportation sector towards electric mobility, make Gujarat a manufacturing hub for electric vehicles and ancillary equipment, encourage start-ups and investment in the field of electric mobility, and improve environmental quality by reducing air pollution. The policy provides capital subsidies up to ₹10,000/- per kilowatt hour for electric vehicle purchases and 25% capital subsidy on equipment for charging infrastructure limited up to ₹10,00,000/- per station for the first 250 commercial public electric vehicle charging stations. The policy is implemented by the Ports and Transport Department as the nodal department with Energy and Petrochemicals Department handling charging station subsidies.

Benefits

Electric Vehicle Purchase Incentives

2-Wheeler: ₹10,000/- per kilowatt hour (maximum ex-factory price ₹1,50,000/-)

3-Wheeler: ₹10,000/- per kilowatt hour (maximum ex-factory price ₹5,00,000/-)

4-Wheeler: ₹10,000/- per kilowatt hour (maximum ex-factory price ₹15,00,000/-)

Charging Infrastructure Incentives

Capital Subsidy: 25% on equipment/machinery limited up to ₹10,00,000/- per station

Electricity Duty Exemption: 100% exemption for electric vehicle charging stations during policy period

Eligibility: First 250 commercial public electric vehicle charging stations

Manufacturing Benefits

All provisions of Gujarat Industrial Policy-2020 applicable to electric vehicle manufacturing sector

Support for setting up or upgrading facilities for electric vehicle manufacturing

Conditions

*The beneficiary can avail subsidy under only one state government scheme and cannot claim subsidy under multiple schemes.

*Maximum subsidy amount is limited to maximum battery capacity of the vehicle.

*Maximum subsidy should not exceed 40% of ex-factory price of the vehicle.

*The amount whichever is less will be given as subsidy to the beneficiary.

*Charging stations must adhere to Ministry of Power guidelines and standards dated 01.10.2019.

*Charging station subsidy available only to those who have not availed subsidies under any other Government of India schemes.

Eligibility Criteria

Electric Vehicle Purchase Subsidy

The applicant must purchase electric vehicles that have taken subsidy under Government of India’s Faster Adoption and Manufacturing of Hybrid and Electric Vehicles in India Scheme dated 8th March 2019 and any amendments thereafter.

The applicant must ensure the vehicle’s ex-factory price falls within the prescribed threshold limits for each segment.

The applicant must not have claimed subsidy under any other state government scheme run by different departments.

The applicant must authenticate documents for vehicle purchase to receive Direct Benefit Transfer.

Charging Infrastructure Subsidy

The applicant must set up commercial public electric vehicle charging stations for 2-wheelers, 3-wheelers, and 4-wheelers.

The applicant must not have availed subsidies under any other promotional schemes under Government of India policies or schemes.

The applicant must ensure charging stations meet guidelines and standards of Ministry of Power Circular dated 1st October 2019 and any amendments thereafter.

The applicant must be among the first 250 commercial public electric vehicle charging station developers.

Manufacturing Incentives

The applicant must be involved in manufacturing electric vehicles and their components.

The applicant must comply with provisions of Gujarat Industrial Policy-2020 and subsequent applicable policies.

Application Process

Apply Offline

Upon authenticating the document for the purchase of the vehicle, the subsidy shall be disbursed directly to the customer via DBT mode from the State Transport Department.

The subsidy amount will be calculated based on kilowatt-hour capacity for vehicles or a 25% capital subsidy for charging infrastructure, subject to maximum limits and eligibility conditions.
