The “Gujarat Textile Policy” is a strategic initiative launched by the Industries and Mines Department of Gujarat, aiming to foster a robust ecosystem within the textile sector while creating significant employment opportunities across the state. This comprehensive policy underscores the commitment to enhancing investments and reinforcing the textile value chain, with a focus on the garment and apparel sectors as well as technical textiles.
Overview of the Scheme
Effective from October 1, 2024, to September 29, 2029, the “Gujarat Textile Policy” serves as an all-encompassing framework designed to bolster the textile industry. It emphasizes sustainability by reducing the carbon footprint and promoting eco-friendly practices, thus enhancing global competitiveness. The scheme’s specific component, “Assistance for Saving in Consumption of Energy and Water,” provides financial support to both existing and newly established industrial units that implement measures to lower their energy and water usage. This includes partial funding for energy and water audits as well as the acquisition of recommended equipment to foster efficient resource management.
Advantages of the Scheme
- Reimbursement for Energy/Water Audits: Enterprises can receive 75% reimbursement of audit costs, conducted by certified institutions or consultants, limited to ₹50,000 only once during the policy period.
- Equipment Cost Support: A one-time assistance of 25% of the equipment costs, as advised by the auditing authority, is available, with a cap of ₹20,00,000.
Eligibility Requirements
- Both established and new industrial units are eligible to apply.
- The unit must take definitive actions to achieve a reduction in energy and water consumption.
- A minimum reduction of 10% in energy or water consumption is required in the 12 months preceding the audit to qualify for equipment cost assistance.
Steps to Apply
Offline Application Process
Registration Application:
- Submit an application to the Industries Commissioner using the prescribed format, along with the necessary documents, within one year from the date of loan disbursement, commencement of production, or the operative date of the policy (whichever is applicable).
- Upon receipt, the application will undergo scrutiny and verification. A registration certificate will be issued by the Industries Commissioner following the established procedures.
Application for Provisional/Final Eligibility Certificate:
- For MSME Units with GFCI up to ₹10 Crore: After the Department of Commerce and Industry (DoCP) approval, the unit must apply to the General Manager of the District Industries Center.
- For MSME Units with GFCI above ₹10 Crore and up to ₹50 Crore: Following DoCP approval, an application must be submitted to the MSME Commissioner for a Provisional Eligibility Certificate within one year from DoCP or the issuance date of this Government Resolution (GR), whichever is later.
- For Non-MSME Units: After DoCP, the registered industrial unit must apply to the Industries Commissioner for a Provisional Eligibility Certificate within one year from DoCP or the registration certificate issuance date, whichever is later.

Application for Registration:
Step-1: The application has to be made to the Industries Commissioner in the prescribed format
along with the following documents within one year from loan disbursement, production start, or policy operative date (whichever is later).
Step-2: On receipt of the application and after the scrutiny and verification of relevant documents as per the procedure prescribed, registration certificate will be issued by the Industrial Commissioner.
Application for Provisional/Final Eligibility Certificate:
Application for Industrial Unit:
MSME Units having GFCI up to INR 10 Crore: After DoCP, the Industrial Unit shall submit an application to the General Manager, District Industries Center.
MSME Units having GFCI above INR 10 Crore and up to 50 Crore: After DoCP, the Industrial Unit shall submit an application to MSME Commissioner for Provisional Eligibility Certificate within 1 year from DoCP or within one year from the date of issuance of this GR, whichever is later.
Other than MSME Units: After DoCP, the Industrial Unit, having registration shall submit an application for Provisional Eligibility Certificate to the Industries Commissioner within 1 year from DoCP or within 1 year from the date of issuance of the registration certificate, whichever is later.
