Goa Village & Municipal Child Committee Grants and Awards Scheme (GVMCCGS)
The Goa Village & Municipal Child Committee Grants and Awards Scheme aims to empower local governance by encouraging Panchayats and Municipal Local Bodies to actively engage in addressing children’s issues. Established in the fiscal year 2015-16, this initiative provides financial assistance to promote the activities of Village and Municipal Child Committees.
Overview of the Scheme
The Goa Village & Municipal Child Committee Grants and Awards Scheme (GVMCCGS) is designed to recognize and support the efforts of local bodies in fostering child welfare. Under this scheme, participating Panchayats and Municipalities are eligible to receive an annual grant of ₹10,000 to cover administrative costs associated with organizing committee activities. The scheme is governed by Rule 7 of The Goa Children’s Homes Rules, 2004.

Eligibility Criteria
To qualify for the GVMCCGS, the applicant must meet the following criteria:
- The applicant must be a recognized local body, either a Panchayat or a Municipal Local Body.
- The applicant should have established a Village or Municipal Child Committee in compliance with Rule 7 of The Goa Children’s Homes Rules, 2004.
- The Committee must have convened at least once in the three months preceding the application submission.
- Meetings should specifically address and aim to resolve issues concerning children within the local jurisdiction.
- The local body must provide adequate space for the Committee to hold meetings as necessary.
Application Process
To apply for the GVMCCGS, follow these steps:
- Application Submission: Complete the application in the prescribed format, which will be available when the official press note is released.
- Supporting Documents: Include documentation that evidences the activities undertaken by the Child Committee of the local body.

Who Can Apply?
Applications for this scheme may be submitted by:
- Village Panchayat:
- The application must be signed by the Panchayat’s Secretary and should include a resolution from the Panchayat Body.
- The proposal must receive a recommendation from the relevant Block Development Officer.
- Municipality:
- The application must be signed by the Chief Executive of the Municipality along with a resolution from the municipal body.
Application Deadline
All applications must be submitted within six months from the start of the financial year to be considered for the grant.

Eligibility Criteria
The applicant should be the concerned local body i.e. a Panchayat or a Municipal local body.
The applicant should have established a Village or Municipal Child Committee as prescribed under Rule 7 of The Goa Children's Homes Rules, 2004

The Committee should have met at least once in the last three months prior to submission of the application.
The Committee should have met to discuss and resolve the issues relating to children within the jurisdiction of the local body.
The concerned local body should have provided the space for facilitating sittings of the Committee in its premises as and when required.
Benefits
Amount: An annual financial grant of ₹ 10,000/- towards administrative expenses incurred on organizing the activities of the Committee.
Instalments: The grant will be released in a single instalment within three months.
Mode: All payments will be made only through electronic transfers favouring the local body concerned.

Applicant
The application should be submitted only by the following -
1. The Village Panchayat.
(a) The proposal be signed by its Secretary, along with the resolution of the Panchayat Body.
(b) The proposal should be duly recommended by the concerned Block Development Officer.
2. The Municipality.
(a) The proposal be signed by its Chief Executive, along with the resolution of the body.
Deadline
The application shall be submitted within six months from the commencement of the financial year.
