Integrated Scheme on Agriculture Cooperation (ISAC)

The Integrated Scheme on Agriculture Cooperation (ISAC) is an initiative by the Government of India, specifically under the Ministry of Agriculture and Farmers Welfare. This scheme is executed through the National Cooperative Development Corporation (NCDC) and aims at enhancing the agricultural sector by supporting cooperative societies across the nation.

Objectives of the ISAC

The ISAC has been designed with several key objectives to foster development within the agricultural sector:

  • To provide financial support to cooperatives, thus enhancing their economic viability.
  • To address regional disparities and accelerate cooperative growth in agriculture and related sectors.
  • To assist cotton farmers in obtaining competitive prices for their products by facilitating value addition and ensuring access to quality yarn for weavers.
  • To promote comprehensive development in specific districts through cooperative initiatives in agriculture and allied sectors.
  • To support National Level Cooperative Federations and Multi-State Cooperative Societies in performing promotional and skill development activities.

Key Components of the Scheme

Financial assistance under ISAC is available for various components aimed at enhancing cooperatives, including:

  • Marketing, processing, and storage operations.
  • Consumer initiatives and programs for weaker sections.
  • Computerization of Primary Agricultural Cooperative Credit Societies (PACS), District Central Cooperative Banks (DCBs), and State Cooperative Banks (SCBs).
  • Technical and promotional support to strengthen the management of State Cooperative Federations.
  • Development initiatives for cotton, including ginning, pressing, and modernization of spinning mills.
  • Integrated Cooperative Development Projects in targeted districts.

Benefits of the Scheme

The ISAC provides grant-in-aid specifically for projects that benefit weaker sections, women cooperatives, and labor cooperatives. The financial assistance varies based on the cooperative development status of the states:

Eligibility Criteria

To qualify for assistance under the ISAC, the following criteria must be met:

  • Eligible sectors include agricultural marketing, processing, storage, computerization, and programs for weaker sections.
  • Organizations must be registered under the Cooperative Societies Act of their respective states.
  • Cooperatives should have a minimum operational history of three years, a positive net worth for the last three years, and substantial expertise in their proposed project area.
  • In case of government-sponsored cooperative projects, certain criteria may be relaxed at the discretion of the NCDC Managing Director.

Application Process

Cooperative societies seeking financial support from NCDC must follow the offline application process:

  • Contact the Office of the Registrar of Cooperative Societies (RCS) or the Commissioner responsible for the specific program.

Eligibility Criteria

Eligible Sectors for NCDC’s assistance.
Agricultural Marketing, Processing, Storage, Computerization and weaker sections’ Programmes, and input supply, Plantation/ horticultural crops, SC & ST cooperatives, tribal cooperatives, hill area cooperatives, dairy, poultry, livestock, fisheries, handloom coir, jute, cash crops, sericulture, computerization of cooperatives including PACS, DCCB and State Cooperative Banks, Spinning Mills, modernization/expansion of existing mills, rehabilitation of sick Cooperative Spinning Mills, Margin money assistance to cooperative spinning mills.

Eligible Organizations for seeking assistance
Societies should not be less than three years older, having positive balance net worth for last three years and having rich experience in the field for which project is proposed under the scheme. In the case of government sponsored projects for cooperatives, this condition could be relaxed on case to case basis by Managing Director, NCDC

Cooperatives Sectors/Organizations must :

Be registered under the Cooperative Societies Act of the respective state.
Be undertaking activities related to agriculture and allied sectors, such as marketing, storage, processing of agricultural produce, and supply of agricultural inputs.
Be financially viable and have a good track record.
Be eligible for financial assistance from the NCDC.

Benefits

Grant-in-aid under the ISAC scheme for projects related to weaker sections/women cooperatives and labour cooperatives:

Cooperatively least developed states {Arunachal Pradesh, Assam, Bihar, Jharkhand, Jammu & Kashmir, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, and Tripura} : 25%
Cooperatively under-developed states {Andhra Pradesh*, Chhattisgarh, Goa, Himachal Pradesh, Madhya Pradesh, Odisha, Rajasthan, Telangana, Uttar Pradesh, Uttarakhand, West Bengal, Andaman & Nicobar Islands (UT) and Lakshadweep (UT)}: 20%
Cooperatively developed states {Gujarat, Haryana, Karnataka, Kerala, Maharashtra, Punjab, Tamilnadu, Chandigarh (UT), Dadra & Nagar Haveli (UT), Daman & Diu (UT), Puducherry (UT), Delhi } : 15%

Apply OfflineCooperative societies intending to avail NCDC’s assistance may contact the Office of Registrar of Cooperative Societies(RCS)/ Commissioner in charge of the specific programme / Agriculture & Cooperation Department/ Regional Offices
of NCDC.
