Jute Raw Material Bank Scheme (JRMB)
The Jute Raw Material Bank Scheme (JRMB) is a pivotal initiative launched by the Indian government aimed at supporting the jute sector across the nation. This scheme aims to facilitate the availability of high-quality jute raw materials for artisans and small manufacturers, thereby enhancing the production of Jute Diversified Products (JDPs).
Overview of the Scheme
The JRMB will be established in various local clusters throughout India, collaborating with credible agencies that possess the necessary expertise in managing storage, display, and sales infrastructure. This initiative will enable the procurement of raw jute materials directly from Jute Mills and manufacturers at competitive prices. By doing so, it will provide crucial support to Jute Artisans, Women Self-Help Groups (WSHGs), and Micro & Small Jute Units, thereby ensuring a steady supply of raw materials for the production of JDPs.
Objectives of the JRMB
- Establish JRMBs in jute-producing regions to ensure a consistent and affordable supply of jute raw materials to beneficiaries, including JRCPC, WSHGs, and Micro and Small Jute manufacturers.
- Provide high-quality yarns and fabrics, including 100% jute, blended materials, laminated fabrics, and technical textiles for diverse applications and value addition.
- Ensure the availability of jute raw materials in appropriate quantities and quality to facilitate the manufacturing of JDPs.
Key Benefits
- Financial Assistance: Recipients will receive 30% financial support based on sales value, with a cap of ₹12,00,000/- per year per JRMB.
- Direct Discounts: Beneficiaries will enjoy a 5% discount directly off the mill-gate price.
- Operational Support: 25% support will be provided for transportation and operational expenses.
- Freight Subsidy: An additional subsidy of ₹1.50 per kg is available for JRMBs located in hilly or high-transport-cost regions, such as Jammu & Kashmir, Himachal Pradesh, Uttarakhand, and North Eastern states.
- Quarterly Reimbursement: Financial support will be reimbursed quarterly upon submission of valid documentation, including invoices, GST returns, and certified bank statements.
- Affordable Access: Jute Artisans, WSHGs, and small JDP units will have the opportunity to purchase raw jute materials at subsidized rates.
- Reliable Supply Chain: The scheme ensures a steady and cost-effective supply of jute fabrics, yarns, and decorative materials sourced from certified suppliers.
Eligibility Criteria
- The agency and its representatives must be bona fide Indian citizens or agencies.
- Registered jute entrepreneurs, manufacturers, exporters, merchant traders, NGOs, cooperative societies, federations, and other organizations engaged in the marketing of JDPs for a minimum of three years are eligible.
- Preference will be given to agencies with at least three years of experience in trading and promoting JDPs or similar schemes in sectors such as handloom, handicrafts, and textiles.
- The applicant agency should possess its own office equipped with a telephone/mobile connection, a computer/laptop with email capabilities, and a minimum space of 200 sq. ft to operate the JRMB.
Application Process
To apply for the Jute Raw Material Bank Scheme, interested parties must submit a hard copy of the application form (Annexure-1) in a sealed envelope. All documents must indicate the total number of pages and include signatures from authorized representatives of the agency on each page.

Eligibility Criteria
The Agency and its functionaries should be bonafide Indian agencies and Indian Citizens.
Reputed Registered Jute Entrepreneurs/ Manufacturers, Exporters, Merchant Traders, NGOs, Cooperative Societies, Federations, PSUs/ Organizations of the Central/ State Govt. and other firms / Agencies engaged in the Product identification and Marketing of Jute Diversified Products (JDPs) at least for the last three years.
Recognized agencies having at least three years of experience in Trading and promotion in the field of production and Marketing of Jute Diversified Products (JDPs) or similar schemes in the Handloom, Handicrafts, and Textiles sector will be preferred.
The CA / OA should have its own office with telephone/ mobile connection, computer/ laptop with email facilities, etc. for running the Jute Raw Material Bank (JRMB) and at least 200 sq. ft space for running the JRMB.
