Students are required to maintain attendance as per their educational institution’s regulations to remain eligible for the scholarship. If a student changes their course mid-year, they are entitled to the scholarship only for the new course if they did not receive funding for the previous course in that same academic year.
Eligibility Criteria
Students must meet the following requirements to qualify for the scholarship:
- The applicant must be a resident of Jharkhand.
- Applicants should belong to the Scheduled Caste category.
- The household income of the applicant’s family must not exceed ₹2,50,000/- annually.
- Enrollment in a recognized educational institution that is compliant with the scheme’s guidelines is mandatory.
- The applicant should be pursuing a post-matric course, including Degree, Diploma, Certificate, or equivalent.
- Applicants must not be receiving any other scholarships or financial aid from central or state government sources.
Classification of Courses
The courses are classified into groups as follows:
- Group 1: Professional degrees/postgraduate courses from institutions with A++ to B++ NAAC accreditation.
- Group 2: Vocational and diploma courses requiring Class 12 or higher qualifications.
- Group 3: Polytechnic and similar courses not covered in Groups 1 or 2.
- Group 4: Graduate and Postgraduate courses.
- Group 5: All post-matriculation (Post Class X level non-degree courses).
Application Steps
To apply for the scholarship, follow these steps:
1. Online Application
- Students must register on the scholarship e-Kalyan portal provided by the Department of Scheduled Tribes, Scheduled Castes, Minorities, and Backward Classes Welfare.
- During registration, students need to enter their Aadhaar number, name, date of birth, gender, and mobile number.
2. Post Registration
- Once registered, an application ID will be generated; this ID is essential for subsequent steps.
- Students must provide their Aadhaar-linked bank account details.
- Required documents must be uploaded to the portal.
Note: Applications with bank account details of another individual will be rejected.
3. Verification by Educational Institutions
- After submission, the educational institution will verify the application through the departmental portal.
- Any application not verified by the institution will be deemed invalid.
Note: Offline applications will not be accepted under any circumstances.
Instructions for Educational Institutions
- All educational institutions must register on the departmental scholarship portal within the designated timeframe to be eligible for the scheme.
- Institutions must submit necessary documents as outlined by the Tribal Welfare Commissioner, Jharkhand, Ranchi.
- A registration form will be available on the scholarship portal from the Commissioner.
- Only institutions that maintain required academic standards can participate in the scheme.
- Institutions must possess a valid AISHE or U-DISE code.
- Registration on the portal remains valid for the entire recognition period of the course.
- Institutions are required to update their NAAC or NBA information on the portal.

- Institutions with hostels should upload geo-tagged photographs to the departmental scholarship portal.
- The Tribal Welfare Commissioner will conduct inspections of out-of-state institutions every three years, and necessary actions will be taken in case of discrepancies.
