Medical Expenses for Major Ailments Scheme in West Bengal

The “Medical Expenses-Treatment for Major Ailments Including Surgery” scheme, initiated by the Building and Other Construction Workers (BOCW) Welfare Board under the Labour Department of West Bengal, aims to provide essential financial support for medical treatment to registered workers and their dependents. This scheme specifically caters to individuals suffering from severe health issues such as Cancer, Heart Disease, Kidney Disease, Tuberculosis (T.B.), and other critical ailments.

Overview of the Scheme

Under the purview of the BOCW Welfare Board, this welfare initiative is designed to offer monetary assistance for medical expenses incurred by workers and their dependents diagnosed with serious health conditions, including but not limited to:

  • Cancer
  • Heart Disease
  • Kidney Disease
  • Tuberculosis (T.B.)
  • Eye Diseases
  • Leprosy
  • Nerve Diseases

For surgeries related to critical conditions such as Heart or Kidney diseases, the Board is authorized to provide a higher level of financial assistance.

Benefits of the Scheme

Eligible applicants can avail themselves of the following benefits:

  • Financial assistance of up to ₹20,000 per annum for medical expenses.
  • For surgical treatments related to Heart, Kidney, and similar critical ailments, the maximum assistance can be extended up to ₹60,000.

Eligibility Criteria

To qualify for registration as a Building/Construction Worker under this scheme, applicants must meet the following conditions:

  • Must be a resident of West Bengal.
  • Should be engaged in building or construction work.
  • Age must be between 18 and 60 years.
  • Must have worked in building and construction activities for a minimum of 90 days within the preceding year.

For applying specifically to the welfare scheme, the following criteria must be met:

  • Must be a registered member of the BOCW Welfare Board in West Bengal.
  • The member or their dependents must be diagnosed with one of the specified serious ailments listed above.

Application Procedure

Applicants can apply offline through the following steps:

Registration as a Building/Construction Worker

  1. Request Form-27 from the Assistant Labour Commissioners or Beneficiary Registering Officers. Attach all required documents, ensuring they are self-attested where necessary.
  2. Submit the completed application to the Assistant Labour Commissioners or Beneficiary Registering Officers.

Application for the Welfare Scheme

  1. Obtain Form-XI from the Assistant Labour Commissioners or Beneficiary Registering Officers. Attach all mandatory documents, self-attested as required.
  2. Submit the application to the appropriate authorities for benefit consideration.

Important Notes

Upon successful verification, registered construction workers will receive an identity card and passbook. A registration fee of ₹20 and an annual subscription fee of ₹30 will be charged, which will be recorded in the passbook with a receipt provided.

After one year, beneficiaries must renew their subscription by paying a fee of ₹30 and submitting an application using Form-27A. Failure to renew will result in the cancellation of registration after one year, necessitating a fresh application for renewal to the Assistant Labour Commissioner.

Note:
Upon successful verification, the construction worker is registered and an identity card and passbook are issued to him/ her. ₹20/- as the registration fee and ₹30/- as yearly subscription is taken. The amounts taken are noted in the passbook and a receipt is issued.
After one year, the beneficiary's subscription is renewed upon payment of a renewal fee of ₹30/- and submission of an application in Form-27A.
If not renewed the registration of the beneficiary is cancelled after the expiry of one year. Fresh application for renewal to be submitted to the ALC for consideration.
