The MODROB scheme is a vital initiative under the AICTE Quality Improvement Scheme (AQIS) designed to enhance laboratory facilities in educational institutions across India. By facilitating the acquisition of modern equipment, technology, and tools, this program aims to align technical education with industry requirements, ensuring that students gain relevant practical experience.
Overview of the MODROB Scheme
The MODROB scheme serves multiple objectives:
- Support the upgrade and modernization of laboratories with current technologies.
- Encourage institutions to source equipment that aligns with the latest AICTE Model Curriculum revisions.
- Facilitate the establishment of technical infrastructure for revised educational programs.
- Enhance the performance of existing laboratory equipment or replace outdated technologies.
- Benefit faculty and students through continuing education and local industry training opportunities.
This scheme encompasses three categories to address varying institutional needs:
- MODROB – Aspiring Institutes
- MODROB – Polytechnic
- MODROB – Regular
Objectives of the MODROB Scheme
The primary aim of the MODROB scheme is to modernize and eliminate outdated practices in laboratories, workshops, and computing facilities. This initiative focuses on maintaining high-quality practical education while promoting experimental research and hands-on training for students.
Key Benefits of the MODROB Scheme
Project Duration
The project is set to span a period of two years, commencing from the date when funds are credited to the institution’s account.
Funding Limit from AICTE
The maximum funding available for an approved project is capped at Rs. 20 lakhs, which includes both recurring and non-recurring expenses as outlined in the proposal.
Fund Disbursement Process
- 80% of the approved funds will be provided as an advance to the institutions.
- The remaining 20% will be disbursed as reimbursement upon the submission of a Utilization Certificate and other required documents, as detailed in the MODROB terms and conditions.
Eligibility Criteria
MODROB – Aspiring Institutions
- Institutions approved by AICTE with a minimum of 10 years of establishment (5 years if situated in a rural area).
- Must have achieved more than 50% admission rate over the past three years.
- No previous sanction of any MODROB Project.
- A maximum of three proposals may be submitted per institution annually (only one proposal per department).
MODROB – Regular
- Institutions must be AICTE-approved with at least 10 years of existence (5 years if in a rural area) and currently hold NBA accreditation.
- Over 60% admission rate in the last three years is required.
- The department applying should not have received a MODROB project in the past two years.
- A maximum of three proposals per institution per year will be considered (including any previously sanctioned but incomplete projects).
- Priority will be given to institutions that involve industry in their laboratory modernization efforts.
MODROB – Polytechnic
- Polytechnic Institutes must be AICTE-approved and in existence for at least 10 years (5 years if in a rural area).
- Institutions should maintain over 60% admission for the previous three years.
- Each institution may submit up to three proposals per year (only one per department).
Application Process
To apply for the MODROB scheme, follow these steps:
- Complete an online application submission by the institution.
- Applications will be processed collectively.
- Scrutiny of applications will occur at the Council level.
- A three-member committee, including domain experts and members of a rank not lower than Associate Professor/Scientist “E”, will assess proposals.
- The Council will make the final decision based on expert recommendations and fund availability.
- Post-approval, a Sanction Letter will be dispatched to the institution.

MODROBS - Aspiring Institutions
a) AICTE-approved technical institutions / University Departments with at least 10 years of existence (at least 5 years if the institute is located in a rural area).
b) The Institute shall have more than 50% admission for the past 3 years.
c) The Institute had not been sanctioned any MODROB Project earlier.
d) Maximum 3 proposals per institute per year (Not more than one proposal is accepted from the same department)
MODROBS - Regular
a) AICTE-approved technical institutions / University Departments with at least 10 years of existence (at least 5 years if the institute is located in a rural area) having live NBA accreditation
b) The Institute shall have more than 60% admission for the past 3 years.
c) The department applying should not have received the MODROB project in the last two years i.e. the department who have received a grant in the last two years are not eligible.
d) Maximum 3 proposals per institute per year (Including sanctioned earlier but not completed) would be considered.
e) Preference will be given to the institution having the involvement of industry in the modernization of the laboratory.
MODROBS - Polytechnic
a) The Polytechnic Institute is approved by AICTE with at least 10 years of existence (at least 5 years if the institute is located in a rural area)
b) The Institute shall have more than 60 % admission for the past 3 years
c) Maximum 3 proposals per institute per year (Not more than one proposal is accepted from the same department)
Benefits
Duration of Project
The duration of the project will be two years from the date of receipt of funds in the institute’s account.
Limit of Funding from AICTE
Funding for the sanctioned project will not exceed Rs.20 lakhs (covering recurring and non-recurring expenditures) per the proposal.
Disbursement of the Funds
80% of the sanctioned amount as advance to the institutions will be disbursed followed by 20% as reimbursement on submission of the Utilization Certificate and other supporting documents as specified in the terms and conditions of MODROB.

d) The proposal shall be assessed by a three-member committee comprising of members, not below the rank of Associate Professor/Scientist “E”. At least two members among them shall be the domain experts.
e) The final decision will be taken by the Council, keeping in view the recommendations made by the expert and the availability of funds for the scheme.
f) After the Council’s approval, the Sanction Letter for the proposal will be sent to the institution.
