  • It is essential that projects are sustainable, with clear provisions from the State Government or Union Territory (UT) Administration regarding ongoing operational costs and manpower needs after completion.

Exclusions from the Scheme

The PMJVK does not extend direct cash assistance or individual financial benefits. Activities that are excluded from the scheme encompass:

  • Recurring administrative expenses
  • Personal subsidies
  • Programs not focused on infrastructure or community development

Application Process

The PMJVK is executed through collaboration with State Governments, District Level Committees (DLCs), and local agencies, and it is not an individual application-based initiative.

Proposals for projects are submitted by State or UT Minority Welfare Departments or District Authorities, identifying gaps in Minority Concentrated Areas (MCAs) via the PMJVK portal. These submissions are then reviewed by the Ministry and subsequently approved by the Empowered Committee within the Ministry of Minority Affairs, Government of India.

Upon receiving approval, funds are allocated to the respective State or UT Governments or the implementing agencies to facilitate project execution.

  • The funding pattern for PMJVK follows the guidelines for centrally sponsored schemes, with a funding ratio of 60:40 for states and UTs with legislature, 90:10 for Northeastern and Hill States, and 100% funding for UTs without legislature and projects initiated by Central Government Organizations (CGOs).

Eligibility Criteria

The projects under PMJVK can be proposed in the identified areas as approved and certified by the SLC (where the minority population is more than 25% of the total population in the catchment area - 15Km radius).

The State Level Committee (SLC) shall consider viability af all the projects before recommending the projects to the Ministry. The proposed projects should be sustainable and clear provision should be made by the State Government/ UT Administration regarding the recurring cost and maintenance / operationalization cost as well as manpower requirement, so that there is no such problem once the infrastructure project has been completed.
