West Bengal Incentive Scheme for Approved Industrial Park (SAIP) for MSMEs

The “Incentive for Basic and Essential Common Infrastructure Facilities” is part of the West Bengal Incentive Scheme for Approved Industrial Park (SAIP) tailored for Micro, Small, and Medium Enterprises (MSMEs). This initiative, launched on September 16, 2020, by the Department of Micro, Small & Medium Enterprises and Textiles, Government of West Bengal, aims to support the establishment of industrial parks equipped with essential infrastructure. The scheme is set to remain operational for a period of five years.

Purpose of the Scheme

The primary aim of the West Bengal Incentive Scheme for Approved Industrial Park (SAIP) for MSMEs is to provide financial and non-financial incentives to encourage the private sector to create industrial parks on their own properties. This effort is designed to stimulate the growth of MSMEs within the state, enhance job creation, promote technological advancements, and ensure compliance with environmental standards.

Specific Aim of the Sub-scheme

The “Incentive for Basic and Essential Common Infrastructure Facilities” sub-scheme allows Approved Industrial Parks to receive a one-time back-ended incentive for the development of necessary infrastructure based on the size of the land they occupy.

Benefits of the Scheme

Participants in this scheme can avail themselves of substantial subsidies based on the size of the industrial park. The financial incentives are structured as follows:

Note: When calculating the incentive, the land area in acres will be rounded down to the nearest whole number. Furthermore, up to 20% of the total capital incentive approved for a project may be allocated towards specific Plant & Equipment required in the Common Facility Centre. The State Level Empowered Committee (SLEC) may offer relaxations depending on the component’s nature and utility.

Eligibility Criteria

To qualify for this scheme, applicants must meet the following conditions:

  • Must be a private sector entity or an operational industrial park.
  • Must possess at least 5 acres of legally owned land, either through direct purchase or lease from the State Government.
  • A Special Purpose Vehicle (SPV) must be registered under the Companies Act, Societies Registration Act, Partnership Act, or LLP.
  • The park area should be expanded to a minimum of 5 acres in outlying districts and a minimum of 2 acres in Kolkata and Howrah.
  • Individual units must have obtained all necessary clearances related to land conversion, fire licenses, environmental issues, and building plans.

Application Process

The application process is conducted online and involves the following steps:

Registration Process:

  1. Navigate to the registration page on the official website.
  2. Fill in the required information and click on “Register”.
  3. An email verification link will be sent to your registered email.
  4. Click the link in the received email to proceed.
  5. You will be redirected to the SAIP portal dashboard.
  6. Upon successful registration, login credentials will be sent to your registered email.

Application Submission Steps:

  1. Visit the user login page on the official website and click the ‘Login’ tab located at the top right corner.
  2. Enter your email, password, and the captcha code, then click “Log In”.
  3. From the dashboard, click on the “Click Here” link to access the online form submission section.
  4. Fill out all required fields and click on “Proceed to Step 2”.
  5. After entering the information, click the “ADD” button to save your details.
  6. Utilize the ‘Edit’ link to modify saved information and the ‘Delete’ link to remove it.
  7. Once saved, click “Proceed to Step 3”.
  8. Continue through the steps until you are required to upload your signature and seal (in JPG/PNG format, max size 2 MB).
  9. Click on “Proceed to Step 5” and follow through to the final submission step.
  10. Print the form for your records by clicking ‘Print this form’ at the right corner of the screen.
  11. Finally, click on the “Apply Now” button. A ‘Successfully Submitted’ message will appear on your dashboard with a unique application number.

Note:
While calculating this incentive the land area in acre will be taken as least whole number.
Of the capital incentive allocated /approved for a project, up to 20% of the allocation shall be towards specific Plant & Equipment required in the Common Facility Centre. The SLEC may make any relaxation in this regard based on the nature of the component and its utility.

Step 3: An email verification link will be sent to the email.
Step 4: Click the ‘Click here’ link in the received email.
Step 5: It will redirect to the dashboard of the SAIP portal.
Step 6: On successful registration the login credentials will be received in the registered email.
Application Process:
Step 1: Visit the user login page of the Official Website
and click on click the ‘Login’ tab at the top right corner of page.
Step 2: Enter email and password along with image code (captcha) then click “Log In”.
Step 3: In Dashboard, click on “Click Here” link, it will redirect to the online Form submission section.
Step 4: Enter all the details in required input fields. After successful entry of the information, click on “Proceed to Step 2” button below.
Step 5: After providing the information in sl no 4 click the “ADD” button to save the information.
Step 6: Click ‘Edit’ link to edit the saved information and ‘Delete’ link to delete the saved information.
Step 7: After saving, click on “Proceed to Step 3”.
Step 8: After successful entry of the information, click on the “Proceed to Step 4” button below.
Step 9: After successful entry of the information, upload the signature and seal by ‘Choose File’ tab (file should be in JPG/PNG format with maximum 2 mb of file size).
Step 10: Click on the “Proceed to Step 5” button below, to go to the next step.
Step 11: After successfully uploading the documents, click on the “Proceed to next” button below, to go to the final step of the application submission.
Step 12: Click ‘Print this form’ at the right corner of the screen to download & print the form.
Step 13: Now click on “Apply Now” button below and On successful submission of the form the ‘Successfully Submitted’
a message with some details will be appearing on the applicant dashboard under ‘My Applications’ section with system generated unique application number.
