West Bengal Incentive Scheme for Approved Industrial Park (SAIP) for MSMEs: Incentive for Common Effluent Treatment Plant (CETP)

The “Incentive for Common Effluent Treatment Plant (CETP)” is part of the “West Bengal Incentive Scheme for Approved Industrial Park (SAIP) for MSMEs”. This initiative aims to reimburse eligible organizations for the establishment of CETPs based on the land area of the Approved Industrial Park (AIP). This scheme is designed to promote sustainable practices among micro, small, and medium enterprises (MSMEs) in West Bengal.

Overview of the Scheme

The “Incentive for Common Effluent Treatment Plant (CETP)” was inaugurated on September 16, 2020, by the Department of Micro, Small & Medium Enterprises and Textiles, Government of West Bengal. The scheme will remain operational for a duration of five years. It aims to provide both fiscal and non-fiscal incentives to stimulate private sector investments in industrial parks, thereby enhancing the infrastructure necessary for the growth of MSMEs within the state. The overarching goal is to foster employment opportunities, encourage technological advancement, and ensure better environmental compliance.

Aim of the “Incentive for Common Effluent Treatment Plant (CETP)” Sub-scheme

This sub-scheme enables approved industrial parks to receive financial incentives as reimbursement for the installation of CETPs, calculated based on the land area of the AIP. The incentive amount of ₹5,00,000 per acre will be determined by taking the least whole number of acres.

Participants of the scheme can avail themselves of the following financial benefits:

  • Reimbursement for the installation of CETP based on the land area of the Approved Industrial Park.
  • Incentive amount of ₹5,00,000 per acre, ensuring a sustainable approach to industrial waste management.

Note: The calculation of incentives for CETP will utilize the least whole number of acres of land area.

Eligibility Criteria

To qualify for this scheme, applicants must meet the following requirements:

  • Must be a private sector entity or an existing/operational industrial park.
  • Possess a minimum of 5 acres of legally owned land, either through direct purchase or lease from the State Government.
  • A Special Purpose Vehicle (SPV) must be registered under the Companies Act, Societies Registration Act, Partnership Act, or LLP.
  • The park area should be expanded to at least 5 acres in outlying districts and a minimum of 2 acres in Kolkata and Howrah.
  • Individual units must have obtained all necessary clearances related to land conversion, fire licenses, environmental issues, and building plans.

Application Process

Online Registration Steps

  1. Navigate to the registration page on the official website.
  2. Fill in the required information in the respective fields and click on “Register”.
  3. An email verification link will be sent to your registered email address.
  4. Click on the link provided in the email to verify your account.
  5. You will be redirected to the dashboard of the SAIP portal.
  6. Upon successful registration, you will receive login credentials via email.

Application Submission Steps

  1. Go to the user login page on the official website and click on the ‘Login’ tab at the top right corner.
  2. Enter your email and password along with the captcha code, then click “Log In”.
  3. In the dashboard, click on the “Click Here” link to access the online form submission section.
  4. Fill in all the required details in the input fields. Once completed, click “Proceed to Step 2”.
  5. After entering the information, click the “ADD” button to save it.
  6. You can edit saved information by clicking the ‘Edit’ link or delete it using the ‘Delete’ link.
  7. After saving, proceed to Step 3.
  8. Continue to Step 4 after successful information entry.
  9. Upload your signature and seal using the “Choose File” option (file formats: JPG/PNG, max size: 2 MB).
  10. Click “Proceed to Step 5” to move to the next stage.
  11. After uploading documents, click on “Proceed to next” to finalize your application submission.
  12. To download and print the application form, click on “Print this form” at the right corner of the screen.
  13. Finally, click on the “Apply Now” button. Upon successful submission, a confirmation message will appear on your applicant dashboard under “My Applications,” along with a unique application number.

Important: To avail of this incentive, the SPV must obtain prior approval demonstrating the feasibility and necessity of the CETP in the AIP. It is also essential to inform and acquire consent from WBSIDCL before the installation of the CETP, including approval of the accredited vendor, chosen technology, and cost estimation.

Step 3: An email verification link will be sent to the email.
Step 4: Click the ‘Click here’ link in the received email.
Step 5: It will redirect to the dashboard of the SAIP portal.
Step 6: On successful registration the login credentials will be received in the registered email.
Application Process:
Step 1: Visit the user login page of the Official Website
and click on click the ‘Login’ tab at the top right corner of page.
Step 2: Enter email and password along with image code (captcha) then click “Log In”.
Step 3: In Dashboard, click on “Click Here” link, it will redirect to the online Form submission section.
Step 4: Enter all the details in required input fields. After successful entry of the information, click on “Proceed to Step 2” button below.
Step 5: After providing the information in sl no 4 click the “ADD” button to save the information.
Step 6: Click ‘Edit’ link to edit the saved information and ‘Delete’ link to delete the saved information.
Step 7: After saving, click on “Proceed to Step 3”.
Step 8: After successful entry of the information, click on the “Proceed to Step 4” button below.
Step 9: After successful entry of the information, upload the signature and seal by ‘Choose File’ tab (file should be in JPG/PNG format with maximum 2 mb of file size).
Step 10: Click on the “Proceed to Step 5” button below, to go to the next step.
Step 11: After successfully uploading the documents, click on the “Proceed to next” button below, to go to the final step of the application submission.
Step 12: Click ‘Print this form’ at the right corner of the screen to download & print the form.
Step 13: Now click on “Apply Now” button below and On successful submission of the form the ‘Successfully Submitted’
a message with some details will be appearing on the applicant dashboard under ‘My Applications’ section with system generated unique application number.
Note: For availing this incentive, the SPV shall have to obtain prior approval justifying the feasibility and requirement for the CETP in the AIP. The SPV shall also have to inform and obtain necessary consent from WBSIDCL before installing the CETP with respect to the accredited vendor, selected technology and cost estimate.
