The “Scheme for Enhancement of Technical Competence and Manpower” initiated by the Gujarat Industrial Policy is a strategic effort aimed at addressing the skills deficit in various industries. Overview of the Scheme
Launched by the Industries and Mines Department of Gujarat, the “Scheme for Enhancement of Technical Competence and Manpower” is an overarching initiative that commenced on August 7, 2020, and will continue until August 6, 2025. This scheme focuses on reducing the skill gap within industries and is specifically tailored to aid in the establishment of specialized skill development centers.
The subcomponent known as the “Scheme of Financial Assistance for Setting-up of Specialized Skill Development Centers at Industry” is geared towards supporting industries with the creation of advanced training facilities. These centers are expected to specialize in various technical fields including marine engineering, mining, aerospace, defense production, automotive engineering, machine learning, robotics, artificial intelligence, renewable energy, and other high-tech sectors as identified by the State Level Empowered Committee.

- For BPL candidates, Physically Handicapped, SC, ST, SEBC, and Women: 100% reimbursement.
- For Other candidates: 75% reimbursement.
Eligibility Criteria
- The industry partner must possess a minimum of 10 years of experience in skill development.
- Both entities must be officially registered under the Societies Act, Trust Act, or Companies Act.
- All training courses should adhere to the guidelines set by NSDC, NCVT, GCVT, or relevant Sector Skill Councils.
- A minimum of 25% of the total course intake must be sponsored by the industry.
- At least 75% of industry-sponsored trainees should secure employment post-training.
- The training facility must be in operation for a minimum of 5 years.
Application Process
To apply for this scheme, follow these steps:
- Complete and submit the application form to The Centre for Entrepreneurship Development (CED), which will forward it to the Screening Committee. Applications are accepted biannually in April and October.
- A committee will evaluate the proposals based on feasibility and recommend them to the State Level Empowered Committee (SLEC) for final consideration.

Roles of Anchor and Nodal Institutes
The term “Anchor Institute” refers to an industry-sponsored institution or center of excellence that has strong connections with industries, demonstrating capability in generating employment and mentoring skill development activities. The Anchor Institute is tasked with curriculum development and training high-level trainers and faculty in their area of expertise. It also serves as a mentor to The Centre for Entrepreneurship Development in promoting skill development initiatives.
Conversely, a “Nodal Institute” is responsible for training second-level trainers and instructors under the supervision of the Anchor Institute. Selection of Nodal Institutes will be made from ITIs, Polytechnics, or Engineering institutions that specialize in specific sectors, adhering to the guidelines provided by the Anchor Institute.

Benefits
Quantum of Assistance:
Assistance to the extent of 50% of the project cost, maximum of ₹2,00,00,000/- covering construction of new building or refurbishing of existing building, equipment and machinery including installation cost, electrification, furniture and other related investment, except of land cost, will be provided.
Additional Assistance:
Awareness Programs & Seminars: A maximum support of ₹1,00,000/- per training center per year will be provided for awareness programs and seminars.
Other Expenditures: SLEC/IC/CED can approve the expenditure on any study, renovation/refurbishing of existing skill centers/institute, remuneration to third party evaluation of scheme, monitoring/audit expenses, assessment agency, etc.
Trainee Transportation Reimbursement: Trainees who complete skill upgradation training under any scheme will be eligible for reimbursement of Gujarat State Road Transport Corporation (GSRTC) bus passes for travel between their residence and training center as per the following rates:
For BPL candidates, Physically Handicapped, SC, ST, SEBC, and Women: 100%
For Other candidates: 75%
