The “Scheme for Enhancement of Technical Competence and Manpower” is an initiative by the Gujarat government aimed at addressing the skills gap in various industries. This program is designed to increase employment opportunities and ensure that training for the workforce is in line with the latest technological advancements and business requirements.

Overview of the Scheme

Launched by the Industries and Mines Department of Gujarat, this umbrella scheme operates under the Gujarat Industrial Policy, effective from August 7, 2020, to August 6, 2025. It focuses on enhancing the technical skills of individuals through the “Scheme of Financial Assistance for Tuition Fees for Enhancement of Skill.” This component specifically provides financial support for individuals seeking to develop their skills through relevant training programs, thereby improving their employability and career prospects.

Benefits of the Scheme

• Financial Assistance:
  • Up to ₹15,000 for training programs spanning 121 hours or more.
  • Up to ₹10,000 for training programs ranging from 61 to 120 hours.
  • Up to ₹5,000 for training programs lasting 40 to 60 hours.
• Full Fee Coverage:
  • 100% assistance for candidates from Below Poverty Line (BPL), Physically Handicapped, Scheduled Castes (SC), Scheduled Tribes (ST), Socially and Educationally Backward Classes (SEBC), and Women.
  • 75% assistance for other eligible candidates.
• Additional Assistance:
  • A maximum support of ₹1,00,000 per training center per year for awareness programs and seminars.
  • Approval for various expenditures related to studies, refurbishment of skill centers, and third-party evaluations by the State Level Empowered Committee (SLEC), Industrial Committee (IC), or Centre for Entrepreneurship Development (CED).
• Trainee Transportation Reimbursement:
  • 100% reimbursement for BPL, Physically Handicapped, SC, ST, SEBC, and Women candidates for travel using Gujarat State Road Transport Corporation (GSRTC) bus passes.
  • 75% reimbursement for other eligible candidates.

Eligibility Requirements

• The training institute must possess a minimum of 5 years of experience in skill development or relevant industries.
• The training program must be recognized and responsive to industry needs as determined by skill development authorities.
• The first training batch should commence within 3 months post the sanction order.
• A minimum of 10 trainees per batch must successfully complete the training and certification process.
• Candidates should not have received similar government assistance for the same course previously.
• The duration of the training should not exceed 6 months unless specified otherwise by the authorities.

Application Procedure

To apply for this scheme, follow the offline application process outlined below:

1. Step 1: Submit the completed application form to the Centre for Entrepreneurship Development (CED) for forwarding to the Screening Committee. Applications are accepted twice a year, in April and October.
2. Step 2: A Committee comprising relevant members will evaluate and appraise the proposals for their feasibility, subsequently submitting recommendations to the State Level Empowered Committee (SLEC) for further consideration.
