Scheme for Providing (Golden Jubilee) One Time Grant-In-Aid in Memory of Blessed Mother Tereza

The Government of Goa has initiated the “Scheme for Providing (Golden Jubilee) One Time Grant-In-Aid in Memory of Blessed Mother Tereza” to extend support to vulnerable children and disadvantaged individuals in the state. Launched under the Directorate of Art and Culture, this scheme focuses on aiding children living in slums, orphans, and runaways who are often victims of poverty and neglect.

About the Scheme

Effective from April 1, 2011, this initiative is designed to safeguard the well-being of children exposed to malnutrition, health issues, and neglect. It extends its benefits not only to children but also to the elderly, destitute, and disabled individuals who require assistance in various forms including healthcare, shelter, food, and clothing. The government recognizes its duty to ensure that these basic necessities are met for the underprivileged members of society.

Objectives

  • To offer assistance to underprivileged children, the elderly, destitute, and disabled individuals.
  • To acknowledge and enhance the sustainable efforts of reputable institutions providing a safe environment, food, shelter, and healthcare for the upliftment of marginalized communities.
  • To support these institutions in the execution of their programs.
  • To cater to various neglected and downtrodden sections of society.

Benefits

The scheme allocates a one-time grant of ₹ 25,00,000 to selected institutions and NGOs as outlined in Clause (A). The financial support for eligible organizations under Clauses (B) and (C) will be determined based on recommendations from the selection committee and government approval. Enhanced grants, as per Clause (C), will be evaluated on a case-by-case basis, with a maximum limit of ₹ 1,00,00,000 for total grants in each instance.

Clause (B): Additional Eligible Institutions/NGOs

Other organizations not listed above may qualify for grants subject to the following conditions:

  • Submission of grant applications in the prescribed format.
  • Registration with state government authorities.
  • Minimum existence of 5 years.
  • Provision of humanitarian services to at least 25 individuals (e.g., the elderly, sick, underprivileged children) for the past 5 years.
  • Infrastructure with a minimum area of 50 sq. meters, including proper ventilation, toilet, and kitchen facilities.
  • Submission of the institution’s constitution or bylaws.

Clause (C): Criteria for Enhanced Grants

Eligible institutions may apply for enhanced grants based on specific proposals, adhering to the following:

  • Submission of a detailed proposal backed by appropriate documentation.
  • Focus of the proposal must align with the institution’s approved constitution.
  • Proposals should specifically target upliftment activities for underprivileged children, the sick, elderly, disabled, and destitute.
  • The total grant amount must not exceed ₹ 1,00,00,000.

Application Process

Apply Offline

  1. Visit the Directorate of Art & Culture, Government of Goa, located at 5th Floor, Shram Shakti Bhavan, Patto, Panaji, Goa – 403001.
  2. Print the application form or request a copy from the relevant authority.
  3. Complete the form, paste a signed passport-sized photograph, and attach required documents.
  4. Submit the filled and signed application form along with the documents to the ADC at the Directorate of Art & Culture. For inquiries, call 0832-2404642 or email adc-dac.goa@nic.in.

Clause (B)
Other Institutions/NGOs not covered in the list above shall be eligible for the grant subject to the following conditions:
1. The Institution/NGOs shall submit applications for the grants under the scheme in the prescribed proforma.
2. The Institution/NGOs should be registered with the state government registration authorities.
3. The Institution/NGOs should be in existence for a minimum period of 05 years.
4. Should have been providing humanitarian service to a minimum of 25 inmates (Old, sick, underprivileged children etc.) for the last 5 years.
5. The Institution/NGOs should have infrastructure facilities of spacious accommodation of a minimum area of 50 sq. mts. with proper ventilation, toilet, kitchen etc.
6. The Institution/NGOs should furnish a copy of the constitution/bye laws of the institution.

Clause (C)
The aforementioned Institutions/NGOs are eligible for enhanced grants considered on specific proposals on case to case basis subject to the following conditions:
1. The Institutions/NGOs shall submit a specific proposal for sanction of additional grants supported by proper documentation.
2. The proposal shall be restricted to the area of their operations as per the approved constitution/bye laws of the institution.
3. The proposals shall be specifically towards activities related to the upliftment of underprivileged children, sick, aged, disabled, destitute etc.
4. The total grants under the scheme shall however be not more than ₹ 1,00,00,000.

Benefits

An amount of ₹ 25,00,000 shall be sanctioned as a time grant to the selected institutions/NGOs as per clause (A).
The quantum of financial assistance to the eligible institutions under clauses (B) & (C) shall be as per the recommendation of the selection committee and the approval of the government.
Enhanced grants as per clause (C) shall be considered on a case-to-case basis. However, the total grants in each case under the scheme shall not be more than ₹ 1,00,00,000.

Step 2: Take a print of the proforma of the application form, or request a hard copy from the concerned authority.
Step 3: In the application form, fill in all the mandatory fields, paste the passport-sized photograph (signed across), and attach copies of all the mandatory documents (self-attest if required).
