The Transgender Utthan Kosh initiative, spearheaded by the Government of Rajasthan’s Social Justice and Empowerment Department, is designed to empower transgender individuals through financial support, skill enhancement, and employment opportunities. This scheme is a significant step toward fostering social inclusion and economic stability among the transgender community.

Overview of the Scheme

The “Transgender Utthan Kosh – Training Programme for Transgenders” was established to facilitate the socio-economic upliftment of transgender persons in Rajasthan. This initiative ensures that they receive vocational and technical training through various accredited institutions. The program aims to equip transgender individuals with the skills necessary for employment, thus promoting their active participation in society.

Training is provided via recognized organizations such as the Rajasthan Skill and Livelihood Development Corporation (RSLDC), Rajasthan Knowledge Corporation Limited (RKCL), Jan Shikshan Sansthan, Industrial Training Institutes (ITIs), and other government-approved training providers. Each transgender individual can enroll in a maximum of two training programs under this scheme, which is managed by the Social Justice and Empowerment Department in collaboration with authorized training bodies.

Key Benefits of the Scheme

• Skill Development: Participants will undergo vocational and technical training offered by various recognized training institutions, equipping them with essential skills for the job market.
• Financial Assistance: Trainees will receive a financial support of ₹5,000 per month, for up to three months, for each training course undertaken (maximum of two courses).
• Training Fee Reimbursement: The government covers training fees directly to the respective training institutions, ensuring that financial barriers do not impede access to education.
• Employment Support and Certification: Upon successful completion of the training programs, beneficiaries will receive certificates and assistance in securing employment opportunities.

Eligibility Criteria

• The applicant must be a resident of Rajasthan.
• The individual must identify as a transgender person.
• The applicant’s total annual income should not exceed ₹8,00,000.
• Only two training programs can be availed by each applicant under this scheme.

Note: Applicants must also meet the minimum age and educational qualifications as stipulated by the respective training institutions. The government will directly reimburse all prescribed fees and related expenses to the training providers after enrollment.

Application Procedure

Offline Application Process

1. Visit the Social Justice and Empowerment Office during office hours to obtain a hard copy of the application form from designated staff members.
2. Complete the application form, ensuring all mandatory fields are filled, and include copies of required documents (self-attested if necessary).
3. Submit the filled application form along with the necessary documents at the Social Justice and Empowerment Office.
4. Request a receipt or acknowledgment upon submission of your application.

Verification Process

The District Officer of the Social Justice and Empowerment Department will review the submitted applications within a month, granting administrative and financial approvals as necessary. Upon successful enrollment in a training program, the training fee will be reimbursed directly to the institution.
