The Transgender Utthan Kosh initiative, spearheaded by the Government of Rajasthan’s Social Justice and Empowerment Department, is designed to empower transgender individuals through financial support, skill enhancement, and employment opportunities. This scheme is a significant step toward fostering social inclusion and economic stability among the transgender community.
Overview of the Scheme
The “Transgender Utthan Kosh – Training Programme for Transgenders” was established to facilitate the socio-economic upliftment of transgender persons in Rajasthan. This initiative ensures that they receive vocational and technical training through various accredited institutions. The program aims to equip transgender individuals with the skills necessary for employment, thus promoting their active participation in society.
Training is provided via recognized organizations such as the Rajasthan Skill and Livelihood Development Corporation (RSLDC), Rajasthan Knowledge Corporation Limited (RKCL), Jan Shikshan Sansthan, Industrial Training Institutes (ITIs), and other government-approved training providers. Each transgender individual can enroll in a maximum of two training programs under this scheme, which is managed by the Social Justice and Empowerment Department in collaboration with authorized training bodies.

- Financial Assistance: Trainees will receive a financial support of ₹5,000 per month, for up to three months, for each training course undertaken (maximum of two courses).

Eligibility Criteria
- The applicant must be a resident of Rajasthan.
- The individual must identify as a transgender person.
- The applicant’s total annual income should not exceed ₹8,00,000.
- Only two training programs can be availed by each applicant under this scheme.
Note: Applicants must also meet the minimum age and educational qualifications as stipulated by the respective training institutions. The government will directly reimburse all prescribed fees and related expenses to the training providers after enrollment.
Application Procedure
Offline Application Process
- Visit the Social Justice and Empowerment Office during office hours to obtain a hard copy of the application form from designated staff members.
- Complete the application form, ensuring all mandatory fields are filled, and include copies of required documents (self-attested if necessary).
- Submit the filled application form along with the necessary documents at the Social Justice and Empowerment Office.
- Request a receipt or acknowledgment upon submission of your application.
Verification Process
The District Officer of the Social Justice and Empowerment Department will review the submitted applications within a month, granting administrative and financial approvals as necessary. Upon successful enrollment in a training program, the training fee will be reimbursed directly to the institution.
Note: Applicants must seek training through the identified vocational or technical programs offered by the respective institutes or training providers.

Benefits
Skill Development:
Vocational/technical training will be provided to transgender persons through the Rajasthan Skill and Livelihood Development Corporation (RSLDC), Rajasthan Knowledge Corporation Limited (RKCL), Jan Shikshan Sansthan, Industrial Training Institutes (ITIs), or training providers recognized by the State or Central Government.
Financial Assistance:
After receiving skill development training, each trainee will be given a lump sum amount of ₹5,000/- per month for one course (for maximum three months and for two courses).
Transgender persons can avail maximum 2 training programmes only.
Training Fee Coverage:
The state government reimburses the training fee directly to the training institutions.
Employment Support and Certificate:
Upon completion of training, the beneficiary will receive a certificate and employment assistance.
Application Process
Apply Offline
Step 1: The interested applicant should visit (during office hours) the Social Justice and Empowerment Office and request a hard copy of the prescribed format of the application form from the staff exclusively entrusted to issue and collect filled-in applications.
Step 2: In the application form, fill in all the mandatory fields and attach copies of all the mandatory documents (self-attest, if required).
Step 3: Submit the duly filled and signed application form along with the documents to the Social Justice and Empowerment Office.
Step 4: Request a receipt or acknowledgment from the Social Justice and Empowerment Office to whom the application has been submitted.
Verification Process:
District Officer, Social Justice and Empowerment Department will scrutinize the received application within a maximum period of 1 month and issue administrative and financial approval and make the payment.
The training fee will be reimbursed directly to the training institute upon successful enrollment.
Note: The transgender person shall apply for training through the identified vocational / technical training programmes conducted through the concerned institute / training providers.
