West Bengal Textile Incentive Scheme: Water Conservation and Environmental Compliance Subsidy

The “Subsidy for Water Conservation/ Environmental Compliance” initiative, a part of the “West Bengal Textile Incentive Scheme,” is designed to support textile enterprises in their efforts to establish sustainable practices. Launched on December 13, 2022, by the Department of Micro, Small and Medium Enterprises and Textiles (MSME&T), Government of West Bengal, this scheme aims to facilitate the reimbursement of costs associated with setting up captive Effluent Water Treatment Plants (ETPs) for improved water management and pollution control.

Overview of the Scheme

This sub-scheme under the West Bengal Textile Incentive Scheme is valid for a period of five years, providing a vital resource for the textile industry. The primary aim is to offer fiscal incentives throughout the textile production cycle, from fiber production to finished garments, thus enhancing the overall growth of the sector within the state.

Objectives

  • General Objective: To foster the growth of the textile industry in West Bengal, creating job opportunities and making the state an attractive destination for investments in textiles.
  • Specific Objective: To reimburse eligible textile enterprises for expenditures related to the installation of captive ETPs aimed at wastewater recycling and effective pollution control.

Benefits of the Scheme

  • Financial reimbursement of 25% of the total expenditure, capped at ₹1,50,00,000.
  • For clusters comprising at least five units with a collective investment of ₹200 crores, the state government will establish a Common Effluent Treatment Plant (CETP). This facility will be managed by a Special Purpose Vehicle (SPV) formed from the clustered units, with operational costs shared among them.

Eligibility Criteria

  • Applicable to industries engaged in the manufacturing and processing of textiles, apparel, and technical textile products.
  • Production must have commenced on or after April 1, 2022.
  • Eligible units can belong to the private sector, co-operative sector, joint sector, or be owned/managed by the State Government.
  • The scheme does not extend to industrial units or enterprises outside the specified categories.
  • The project must receive prior approval from a Central Financial Institution, Commercial Bank, or State Financial Institution.
  • Units must possess a Registration Certificate, Date of Commencement Certificate, and Eligibility Certificate issued by the Directorate of Textiles, confirming compliance with the necessary arrangements.

    • Visit the registration page on the Official Website.
    • Complete all mandatory fields in the registration form and click “Register.”
    • A confirmation message will indicate successful registration.
  2. Application Submission:
    • Access the user login page on the Official Website.
    • Log in using your registered email ID and password.
    • Complete the application form to check your eligibility.
    • Fill out the Common Application Form (CAF).
    • Complete Form A and Form C (if applicable).
    • Download and sign Form A and Form C (if applicable).
    • Upload the signed copies of Form A and Form C (if applicable).
    • Submit your application for processing.

Benefits

A reimbursement of 25% subject to a maximum of ₹ 1,50,00,000/-.
For a cluster of units with a minimum of 5 units with an investment of minimum Rs. 200 crores, the state Govt. in the MSMET department will set up a Common Effluent Treatment Plants (CETP) to be run by an Special Purpose Vehicle (SPV) of the clustered units and the running cost will be borne by those units.

Step 8: Upload signed copy of Form A and copy of Form C (if any).
