The Comprehensive Handicrafts Cluster Development Programme (CHCDP) aims to establish state-of-the-art infrastructure that meets the unique business requirements of local artisans and small to medium enterprises (SMEs) across India. This initiative seeks to enhance production capabilities and facilitate exports, thereby empowering the handicrafts sector.

This programme is designed to create two specialized clusters equipped with world-class infrastructure tailored to support the business activities of artisans and SMEs. The primary goal of these clusters is to assist artisans and entrepreneurs in establishing modern units that utilize advanced technology. This initiative encompasses comprehensive training, human resource development, market linkages, and diversification of production. The Special Purpose Vehicle (SPV) will serve as a foundational element, showcasing standardized models of small-scale industries (SSI) and SMEs, ensuring they possess a competitive advantage in the global market.

Eligibility Criteria

To participate in this initiative, the Implementing Agency (IA), which will take the form of a Special Purpose Vehicle (SPV), must be a legally recognized entity. It is preferable that the SPV is structured as a company that includes active participation from relevant stakeholders, including leading manufacturers, suppliers, buyers, and artisan federations or Self-Help Groups (SHGs). The SPV will ideally be chosen through a competitive bidding process, although the selection may also be influenced by the specific project profile and the activities that need intervention. The formal approval from the Programme Approval and Monitoring Committee (PAMC) will be required for the selection process. Given the unorganized nature of the handicrafts sector, the selection procedure for the SPV may remain open for consideration by the PAMC or Government in particular cases.

Application Process

Interested parties should apply offline. The application must be submitted by the Executing Agency (EA) to the relevant Regional office of the Textile Commissioner.

Required Documents

While specific documents may vary, applicants generally need to prepare the following:

  • Proof of legal entity status for the Special Purpose Vehicle.
  • Details of stakeholder participation including manufacturers, suppliers, and artisans.
  • Project profile outlining planned activities and interventions.
  • Any additional documentation required by the Regional office of the Textile Commissioner.

Eligibility Criteria

The Implementing Agency (lA), which will be a Special Purpose Vehicle (SPV), shall be a legal entity, preferably a company, with the participation of related stakeholders, particularly the leading manufacturers, suppliers, buyers, and artisan federations/SHGs. The SPV shall be selected preferably through an open competitive bidding process. However, selection of SPV would mainly depend on the project profile, activities required to be intervened, and on various other parameters, therefore selection of such suitable SPV after seeking formal approval of PAMC. As the Handicrafts sector is highly unorganized, the procedure for selection of SPV in special cases shall be kept open for PAMC/Government.

Under the Comprehensive Handicrafts Cluster Development Scheme, interventions such as baseline Survey and activity Mapping, Skill Training, Marketing events, Improved Tool Kits, Publicity, Seminars, capacity building, Design workshops, etc will be provided. The scheme will also provide for Emporiums, Common Facility Centres, Raw Material Banks, Trade Common Production Centres, Facilitation Centres, and Design & Resource Centres.
