Bangalashree for Micro, Small and Medium Enterprises: Energy Efficiency Subsidy Scheme

The “Subsidy for Energy Efficiency (EES)” initiative is part of the “Bangalashree for Micro, Small and Medium Enterprises” scheme, launched by the Micro, Small and Medium Enterprises and Textiles Department of the Government of West Bengal. This program aims to offer financial support for energy conservation efforts in small businesses. The scheme was inaugurated on April 1, 2020, and will remain active until March 31, 2025.

Scheme Overview

The primary goal of the “Subsidy for Energy Efficiency” scheme is to provide financial incentives to promote the establishment and growth of Micro, Small, and Medium Enterprises (MSMEs) within West Bengal. The intent is to foster balanced development across the MSME sector, thereby creating a sustainable ecosystem that maximizes resource utilization, generates employment opportunities, and positions the state as a leader in the MSME landscape of India.

Aims of the “Subsidy for Energy Efficiency” Scheme

This program provides eligible micro and small enterprises with financial reimbursement for energy audits conducted by certified agencies. The reimbursement is contingent upon the successful implementation of the energy-saving recommendations provided in the audit. Furthermore, enterprises can also receive compensation for the costs associated with energy conservation installations as recommended by the audit.

Benefits of the Scheme

  • Reimbursement of 50% of the energy audit costs performed by a certified agency, payable after implementing the suggested measures.
  • Reimbursement of 25% of the costs incurred for energy conservation installations, up to a maximum limit of ₹2,00,000.

Eligibility Requirements

  • The applying entity must qualify as a Micro, Small, or Medium Enterprise.
  • The enterprise should operate within the manufacturing sector.
  • Production must have commenced on or after April 1, 2019.
  • The business must fall under the private sector, cooperative sector, joint sector, or be a state government-owned entity or Industrial Self-Help Group (SHG).
  • The Date of Commencement of Commercial Production (DOCCP) must fall between April 1, 2020, and March 31, 2025.

Exclusions from the Scheme

Enterprises that are not eligible for this scheme include:

  • Those already registered and have received eligibility certificates or incentives under other state incentive schemes.
  • Businesses that commenced operations prior to April 1, 2019, and have applied for benefits under other state incentive schemes within the specified timeline.

Negative List of Industries

  • Sponge Iron Manufacturing Units.
  • Brick Production (excluding Fly Ash, Sand Lime, and Refractory bricks).
  • Any other industry identified by the state government for exclusion.

Investment Calculation Exclusions

When calculating the investment for plant and machinery, the following items will not be considered:

  • Tools, jigs, dies, molds, and maintenance spare parts.
  • Installation costs of plant and machinery.
  • Research and development equipment, along with pollution control devices.
  • Power generation sets and additional transformers mandated by state electricity regulations.
  • Bank and service charges incurred for National or State Small Industries Corporations.
  • Electrical infrastructure costs such as cabling and control panels.
  • Transportation costs for machinery.
  • Technical know-how charges related to plant installation.
  • Storage tanks for raw materials or finished products, unless linked to production.
  • Fire safety equipment.

Application Process

Registration Steps

  • Step 1: Access the Shilpasathi Portal and click on ‘Apply Online’. Select ‘Create New’ for registration.
  • Step 2: Choose the Applicant Type (Industry/Business/Commercial/Charitable Society/Government entity) and input your Registration Number.
  • Step 3: Complete all mandatory fields on the ‘User Registration’ page and click ‘Register’.

Application Procedure

  • Step 1: Go to the Shilpasathi Portal and select ‘Apply Online’.
  • Step 2: Log in using your username and password or via OTP sent to your registered mobile number.
  • Step 3: Navigate to your user dashboard. Click on ‘ALL SERVICES’ and choose ‘MSME Incentive’ from the service list.
  • Step 4: Click ‘Create CAF’ to generate your CAF ID. Then, select ‘Apply Online’ to continue.
  • Step 5: Complete the eligibility form and click on “Save and Continue” to proceed to the common application form (CAF).
  • Step 6: Fill in all necessary fields in the CAF and select “Update and Continue” to review your application.
  • Step 7: Upon submission, you will be directed to the “Dashboard” to track your application status.

Eligibility Criteria

The business/organization should be a Micro/ Small/ Medium Enterprise.
The business/organization should belong to the manufacturing sector.
The business/organization should have started production on or after 1st April 2019.
The business/organization should be in the private sector/ cooperative sector/ joint sector undertaking or should be a company/ undertaking owned and managed by the State Government or the Industrial SHGs.
The Date of Commencement of Commercial Production (DOCCP) should be between 1st April 2020 to 31st March 2025.

Benefits

Pattern Of Assistance:
An eligible micro or small enterprise for its approved project will be entitled to a reimbursement of 50% of the cost of energy audit undertaken by a certified agency. The reimbursement will be made after implementation of the recommendations.
An eligible micro or small enterprise for its approved project will be entitled to a reimbursement of 25% of the cost of installations for energy conservation as per energy audit subject to a maximum ₹2,00,000/-.

Application Process

Apply OnlineRegistration Process:
Step 1: Visit the Shilpasathi Portal
and click ‘Apply Online’. On the next screen, click ‘Create New’ for new registration.
Step 2: Select the Applicant Type (Industry /Business /Commercial /Charitable Society/ Govt. entity) and enter the Registration Number.
Step 3: On the ‘User Registration’ page, fill in all the mandatory fields and click ‘Register’.
Application Process:
Step 1: Visit the Shilpasathi Portal
and click ‘Apply Online’.
Step 2: Login to the portal using your username & password or via OTP using your registered mobile number.
Step 3: You will be directed to the user dashboard. Click ‘ALL SERVICES’ and then select 'MSME Incentive' from the list of services.
Step 4: Click ‘Create CAF’. Your CAF ID will be created. Click ‘Apply Online’ to proceed.
Step 5: Fill in the "eligibility form" and click “Save and Continue” to get redirected to the common application form (CAF).
Step 6: In the CAF, fill in all the mandatory fields, and click “Update and Continue” to preview the form.
Step 7: After the form gets submitted, you will be taken to the “Dashboard” to view the application status.
Step 8: From the Dashboard, continue with the application by clicking “Click to Proceed”. When done click “Save” to save the updated information.
Step 9: Click "Preview" to preview the form before the final submission.
Step 10: On the next screen, click "Go to Application" to fill out the "Online Form - A" application.
Step 11: You will be taken to the "APPLY SUBSIDY" section to check year-wise subsidy items of the respective application you intend to apply for. Once complete, click "SAVE".
Step 12: You will be taken to the "FILL UP SUBSIDY" tab. Provide the year-wise subsidy details for the incentive, and click "Add More" to see the multiple-year or year-wise breakup.
Step 13: Upload the relevant documents, preview the details, click “VERIFY & SUBMIT”, check the declaration box and click “Submit Application”.
Step 14: On final submission of Form-A application, you will be provided an application reference number. Use this number to check the status of your application.
Date of submission of first application: Within 12 months from the DOCCP or within 12 months from the date of notification of Banglashree, whichever is later.
